In a briefing to the UN Security Council on September 28, China said it favored resolving disputes through dialogue and consultation.
Dai Bing, China’s deputy permanent representative to the UN, urged the March 23 Movement (M23) and other armed groups to implement the decisions of the Nairobi and Luanda processes, stop violence, and to withdraw from occupied areas in the DRC.
China notes that stability in the Democratic Republic of Congo depends above all on improving the security capabilities of the Congolese government. Therefore, the Middle Kingdom calls on the international community to continue providing necessary financial and technical support for the reform plan of the Congolese army, which faces challenges such as lack of funds, according to the report of the Secretary General of the UN.
China also recognizes that the stability of eastern Congo is closely linked to the overall security of the Great Lakes region. Beijing supports the peacekeeping and security operations carried out by the EAC, SADC, Angola and the DRC, and encourages the international community to provide support.
For its part, the United States of America believes that the international community must ensure that the departure of MONUSCO does not exacerbate an already serious humanitarian crisis. The United States proposes that the Security Council initiate a dialogue with the Congolese authorities for the effectiveness of MONUSCO.
But, at the same time, they insist on the fact that “things must be clear because the mission alone cannot solve the problem of insecurity in the east of the country”.
