Prof. Jean Bosco Harelimana, the former Director General of the National Cooperatives Agency RCA; Hakizimana Clever, the RCA’s former procurement officer , and Gahongayire Liliane, who was in charge of the Warehouse, will be imprisoned for 30 days while the investigation is being carried out.
this happened when the trial on imprisonment and parole was held on September 28, while the trial was scheduled for September 27 due to the fact that Hakizimana Clever did not have a lawyer.
The prosecution started asking the judges to imprison the defendants for the crimes they are still being prosecuted for.
Prof. Jean Bosco Harelimana, is accused of crimes that include awarding public tenders in an illegal manner; Failure to comply with the principle of saving the State and transparency in the provision of public procurement causes the State to lose and misuse public resources.
He is also accused of making a decision based on favoritism, friendship, hatred, familiarity or pride and use fear.
On the other hand,Hakizimana Clever is accused of awarding public procurement illegally; misappropriating public resources and providing unjustified benefits during the execution of the contract while Gahongayire Liliane is accused of giving unreasonable benefits during the implementation of the contract.
The crimes they are being prosecuted for ,were committed in the 2021/2022 fiscal year as seen in the report of the Auditor General of Public Finance, which revealed that there were illegal tenders.
Prof. Harelimana Jean Bosco, said that he does not accept any of the crimes against him. “I confess no sin,” he said.
He also pointed out that the law specifies the procurement officer, is the one who follows up from the planning to the conclusion of the contract.
, “The procurement officer is the one who monitors the bids of the contractors. When he asks for an explanation, he gives it until the end.” He said
Prof Harelimana, added that in signing the contract, he was assured that the law would be respected and that there was no problem.
“We have been with this salesman for almost five years. I really want to explain it, and understand how it’s done.” He added
The prosecution, said that there were two employees who were given a mission to accompany the RCA exam organization and that they are candidates. It is used to prepare the test procedures. “The result is that they are also successful and have high scores, like 90.” the presecution said
This Prof. Harelimana , has announced that none of them ,were placed in the position as it is said,
“I never knew that those workers who are among the candidates will do these tests. The agency that won the bid in the RCA usually asked the finance and administration manager and the human resources manager to work together.” He said.
