This begun in 1994 after the Liberation of Rwanda by the formers RPF’s Fighters , those who committed Genocide against Tutsi in 1994 including the defeated Interim government, Ex FAR and Interahamwe Militia fled to Former Zaire where President Mobutu Sese Seko allows them to cross the border with theirs weapons.

The first Temptation faced by the newly government of Unity and Reconciliation of Rwanda was that Mobutu Sese Seko allowed  the defeated Interahamwe and Ex FAR to cross the Border and welcome them with their whole weapons . He also started to support them in term of reorganization in different   Refugee camps like Mugunga, Lack Vert and many others with the purpose of returning to destabilize Rwanda.

This was a very serious threat to Rwandan security.  For many times, Rwanda have been demanded the Government of  President Mobutu and the International Community to try their best in order to solve this problem but  did not  receive a positive response from both parties which led the Government of Rwanda to Support Laurent Desire Kabila in older to overthrow Mobutu’s Regime ,whom Rwanda had already  considered as  a Threat to its security.

After a very short-time, Rwanda again faced another threat to its Security where the Regime of Laurent Desire Kabila forced Rwanda Troup that had helped him to take over the power back to Rwanda and Started to work in partnership with the Former ALIR which later became FDLR by Gathering them together from different countries like Congo Brazzaville and those who were hiding themselves in the DR Congo’s forest after the fall of president Mobutu Regime .

The Objective of President Laurent Desire Kabila was to work with FDLR in order to help him fighting Kinyarwana Speaking Congolese (CNDP) which in turn promise them to support their attacks to Rwanda.

This also forced Rwanda to send its soldiers in DR Congo for the second time for preventing  FDLR fighters from attacking Rwanda as it was panned.

By the time, the government of Laurent Desire Kabila started to cries out by accusing Rwanda of threatening DR Congo Security but this was considered by many as a kind of selfishness because the Regime of Desire Kabila was caring for the security of it Country but ignored of Rwanda security.  Rwanda was accusing Laurent Kabila’s Regime of supporting those who wanted to destabilize Rwandan security. As a result of these, from 1997 to 2000 the Abacengezi ( ALIR) from DR Congo  attacked Rwanda especially in Ruhengeri and Gisenyi areas killing people and stealing their properties . Un wontedly the government of DRC did nothing to stop them.

Joseph Kabila the Son of the Laurent Desire Kabila also react in the same way as his father did and continued to Support FDLR in fact this was a serious threat to Rwanda security. He also continued to work closely and to support FDLR by providing them with money and weapons purpose of attacking Rwanda.

This goes with harassing Rwandan Authority by accusing them of supporting CNDP just because the majority of CNDP’s fighters were Congolese speaking Kinyarwanda who have been marginalized for long time by others Ethnics groups and considered as Rwandan but Rwanda Rejected the Allegations .

The Proposal of Rwanda was that Congolese should save they problems themselves not Involving Rwanda.

In 2012, M23 was defeated by Congolese army with the support of International contingents.

Now the Current President Felix Tshisekedi is accusing Rwanda of Supporting M23. President Tshisekedi also claims that the attack by M23 on his territory is coming from Rwanda. The same allegations were taken to UN Security Council. UN rejected those allegations as DR Congo did not convince them.

On the other hand, Rwanda accuses DR Congo of Supporting and working with FDLR in fighting M23.  In fact, Rwanda consider   this partnership as a threat to it’ s security and warns DR Congo to stop working with FDLR as soon as possible.

28 years ago ,a Serious threat to the security of Rwanda have been rooted from  DRC. This include different Rebels group such as FDLR, FLN, RUD-Urunana, FPP and P5 who have been attacking Rwanda territory from DR Congo several time and killing people and stealing theirs properties  then return to DR Congo where they have theirs bases in sight of Congolese leaders and  did nothing to prevent them.
